pci: recognize RH PCI legacy bridge resource reservation capability
Enable the firmware recognizing RedHat legacy PCI bridge device ID, so QEMU can reserve additional PCI bridge resource capability. Change the debug level lower to 3 when it is non-QEMU bridge.
