Build shared libraries by default
* Declare `BUILD_SHARED_LIBS` option for CMake
* Define `${LIB}_SHARED_COMPILATION` when compiling shared library
* Define and use BROTLI_xxx_API
* Fix remaining unprefixed defines in port.h
