[WebAssembly] __USING_WASM_EXCEPTIONS__ -> __WASM_EXCEPTIONS__ (#92840)
We've decided to change `__USING_WASM_EXCEPTIONS__` preprocessor to `__WASM_EXCEPTIONS__` given that it's more concise.
