* sysdeps/unix/sysv/linux/init-first.c [!PIC]: Expect arguments
in correct format.
* sysdeps/unix/sysv/linux/libc-start.c: Call __libc_init_first
with correct parameters.
[!PIC]: Initialize __libc_multiple_libcs.
