* posix/tst-regex.c: Use defined _POSIX_CPUTIME && _POSIX_CPUTIME >= 0
conditionals instead of defined _POSIX_CPUTIME.
(main): If _POSIX_CPUTIME == 0, call sysconf to see if CPUTIME
option is available.
