internal prototypes.

* sysdeps/ieee754/dbl-64/sincos32.c: Likewise.

* sysdeps/ieee754/dbl-64/slowpow.c: Likewise.
* math/math_private.h: Add prototypes for internal functions of
the IBM Accurate Mathematical Library.
