* iconv/Makefile [! elf]: Define CFLAGS-gconv_simple.c to
-DSTATIC_GCONV.
* iconv/skeleton.c: Include ELF header only of STATIC?GCONV is not
defined. Avoid using DL_CLL_FCT if it is not defined.
