* sysdeps/alpha/fpu/fraiseexcpt.c: Use get/set_fp_control instead of arithmetic instructions.
* sysdeps/alpha/fpu/s_ceil.c: Use round to -inf instead of playing
with the fpcr. Protect from INV exception.
