Revert "Update install.texi for building manual in build dir"
This reverts commit 0d80ac6813e3bf21fad6d87202e9efe6d0c17a82.
Reverting since e3945c47bdac1149a1fec5d46bd567a248cd17b9 gets reverted
as well.
