* configure.in (i[34]86-*-sco*): Move to be with other i386 targets.
(romp-*-*): New target. Skip various binary utilities.
(vax-*-*): New target. Don't build newlib.
(vax-*-vms): Renamed from *-*-vms. Don't build opcodes or newlib.
