* config/tc-i386.h (TC_RELOC_RTSYM_LOC_FIXUP): Keep relocs for all
references to externally visible symbols.
* config/tc-i386.c (md_apply_fix3): When OBJ_ELF, don't add the
values in twice for a PC relative reloc if the symbol is
externally defined.
